Section 1 - Plan Overview and Guiding Principles

Snow College’s top priority is providing the finest educational experience possible in the safest environment we can create. Snow College is committed to reopening campus in as safe a manner as possible through coordination with the Utah System of Higher Education and the with local and state health authorities. Snow is committed to helping minimize the spread of the COVID-19 virus in order to protect the health and well-being of all our students, faculty, staff, and visitors. Our goal is to continue the fulfillment of our mission through helping advance students in the achievement of their educational goals while continuing with the core business functions of the college.

Guiding Principles of Snow College plans include:

  • Minimizing health, social and educational disruptions while protecting the lives and safety of all students, faculty, staff, and visitors at Snow College campuses.
  • Establishing an effective method to communicate with all involved parties throughout the duration of the pandemic.
  • Preventing the spread of infection through health and hygiene education.
  • Ensuring the College’s ability to deliver critical and core operations, by the continuation of as many College operations and services as possible.
  • Establishing benchmarks or “decision-making points,” in advance of the dynamic and fluid situation, to signal College response or alternative actions.

This plan outlines additional safety measures to be taken when coming to campus, support teams for students and employees, and criteria for how the college will return to in-person operations.

This plan also closely aligns with the "Utah Leads Together" plan prepared by the governor’s office and with guidelines established and coordinated by the higher education task force led by Commissioner Woolstenhulme.

Because of the dynamic nature of the pandemic and the need for flexibility in responding, Snow College has pre-determined the status of college operations depending on the severity of the pandemic in the area. Snow College will operate under the higher of either the State or local risk level. See Appendix B, “Phased Guidelines”.

Section 2 – Return to Campus Working Groups

Emergency Operations Command (EOC)

The Emergency Operations Command (EOC) team was appointed by President Cook to oversee the initial response to the pandemic, and to assist in the development of the return to campus plans.

Academics Team

The Academics team is comprised of the Deans Council and Department Chairs. The team develops COVID procedures for the classrooms and academic areas of the college. They also oversee the process for moving to remote learning alternatives when temporary reclosing is required.

The COVID Cares team was established to assist students that are not feeling well and are recommended to receive COVID testing, isolate or quarantine due to the pandemic.

Campus Services

While ensuring all areas of campus are properly sanitized before and after use is the responsibility of the users of the rooms being used, Campus Services has developed enhanced cleaning schedules for high traffic and touchpoints across both campuses. Campus Services is also working with areas needing additional controls installed such as plexiglass barriers.

Contact Tracing

Contact tracing is done under the direction of the local Health Departments. Snow College assists the local Health Departments by providing them with essential information, when needed to be able to identify potential people that have been exposed to someone that tested positive of the COVID-19 virus.

Testing

COVID-19 testing is done under the direction of the local Health Departments. Snow College assists the local Health Departments by performing symptom checking on campus and recommending those with symptoms undergo COVID-19 testing. Those that are needing testing, are isolating or are in quarantine awaiting results are referred to the COVID Cares team for support and assistance

Communications

Section 3 – Repopulating Campus

Preparation Phase

To ensure that Snow College is fully prepared to safely repopulate its campus, Snow College leadership will consult with state and local public health experts to confirm that it is safe to resume and continue campus operations. The potential for a virus to spread by repopulating is not limited to the students themselves- it extends to faculty, staff, and the surrounding community. State and local health authorities will define and articulate the metrics of prevalence to guide institutions in implementing needed mitigation.

Students and Employees Return to Campus

To prepare for students and employees to safely return to campus, Snow College is doing the following:

Education and Communication
  1. Creating and hanging posters across campus reminding employees, students and visitors of the risks of COVID-19 and the measures they can take to slow the spread. For example, they are reminded to:
    • Wash hands regularly
    • Stay home when sick
    • Use hand sanitizer
    • Practice social distancing
    • Follow other state and local health recommendations such as wearing of face coverings
  2. Maintaining current information and reminders on kiosks, in classrooms, and in other commonly used locations across campus.
  3. Including policies and reminders through course syllabi to further educate students on safety.
  4. Conducting periodic President “Town Hall” meetings virtually to keep everyone informed as the situation changes.
  5. Using the Snow College emergency broadcast system to communicate emergency situations where immediate notification to the entire College is needed.
  6. Maintaining current plans and information on the Snow College website.
  7. Requiring employees and students to agree to follow the COVID policies through signing a written agreement.
  8. Utilizing the Snow College app, Canvas, social media and other technology tools to share updates and urgent messages.
Symptom Monitoring

Plans have been developed to take a more proactive measure in assisting employees, students, and visitors with self-monitoring for symptoms. This will be done through having them periodically complete self-monitoring questionnaires, and self-reporting when symptoms are present. Individuals who are experiencing symptoms will be recommended to undergo COVID-19 testing and self-isolate while not feeling well or awaiting test results. See appendix A for a draft flowchart for the symptom monitoring, isolation and quarantine procedures.

COVID Cares Team

Snow College recognizes the stress and concerns for those that are awaiting COVID-19 testing results or have tested positive and has formed a COVID Cares Team to assist students and employees that are isolating while awaiting COVID-19 test results or have received a positive test result back and are quarantining in Snow College housing or off-campus housing. The team will work with the students while they’re in isolation or quarantine to provide the essential necessities to the students and to act as liaisons with faculty and students’ supervisors. In addition, in the event the student is unable to return home to recover, the COVID Cares Team will work with student housing and food services to ensure they are able to have their essential needs met while in quarantine.

Initial Testing of Students and Employees

Due to the limitations of testing kits and resources, students and employees will not be asked to receive COVID-19 testing prior to returning to campus. However, Snow College is working with State and local Health Departments to recommend those that are symptomatic or have been potentially exposed to someone with the COVID-19 virus to have testing done. While awaiting test results students and employees that are tested will be asked to self-isolate. Students that are self-isolating will be referred to the COVID Cares Team to help ensure their essential needs are met. When testing kits and resources are more readily available, students and employees may be asked to be tested.

Managing influx of students and faculty returning to campus

In order to manage the influx of students and faculty coming back to campus, Snow College is doing the following:

  • Implementing social distancing reminders and measures such as: marks on the floor six feet apart where lines may be formed such as around cashiering stations
  • Having students staying in student housing make reservations for check-in to housing
  • Installing plexiglass shields in areas where it is difficult to maintain social distancing such as food services cashiering stations, advising centers, and other areas across campus
  • Following current Health Department guidelines regarding wearing masks and other mitigating strategies
  • Developing additional internal procedures for other areas across campus where there may be larger group sizes or events
  • Communicating regularly with students and employees through various methods
Updated Leave Policies

Leave policies have been updated to include provisions for leave needed relating to COVID-19. Employees that are required to isolate or quarantine due to an exposure or testing positive with COVID-19 should not return to campus. Wherever possible, employees that can work remotely while in quarantine should work with their supervisors to make the proper arrangements. Employees that are unable to work remotely or are too ill to do so should work with their supervisors to ensure proper coverage while they are out and should also consult with Human Resources to determine eligibility for COVID-19 leave time.

Students that are unable to attend class due to illness or quarantine should notify their instructors and advisors and arrange to attend class remotely, where possible. The COVID Cares Team will also assist students that are isolating or in quarantine.

Implementation of State Guidelines

Snow College will adopt the sate of Utah’s public health guidelines, including wearing face coverings, physical distancing and density restrictions for residence halls, dining facilities and classrooms. Snow College has developed phased guidelines utilizing the State of Utah phased health guidelines for institution functions and programs that occur on campus. Snow College’s guidelines for these functions can be found in Appendix B, “Phased Guidelines”.

Enforcement of Guidelines

Snow College employees should encourage compliance with COVID-19 related policies by setting the example for students and referring non-compliant students to the Dean of Students Office. Employees that are unwilling to comply with COVID-19 related policies will be referred to their immediate supervisors and the Human Resources Office.

Section 4 – Monitoring for Incidences

Preparation Phase

To ensure that Snow College is prepared to safely monitor for incidences on its campuses, Snow College leadership will work with the State of Utah and local Health Departments to prioritize necessary testing capacity to our campus. This includes testing symptomatic incoming students, staff and faculty, possibly sampling incoming residential students, and additional testing, where needed, to monitor local outbreaks or other urgent circumstances. Such testing will help to implement necessary quarantining, contact tracing, and other subsequent steps in mitigating an outbreak. Snow College is also working with the state and local health authorities to ensure we have adequate resources and capacity to assist them with contact tracing.

COVID Testing

Snow College has established a comprehensive plan that proactively helps students, employees and visitors understand their roles in monitoring symptoms and knowing when testing is recommended. See Appendix A, “Symptom Testing and Quarantine Procedures”.

When testing is recommended, the person will be referred to the local Health Department to set up an appointment to be tested. The Health Department will conduct the testing and will also provide the final recommendation on whether the testing should even be performed. Snow College will assist employees, students and visitors in completing regular self-checks for symptoms and will ask those that are experiencing symptoms or are not feeling well to stay home to prevent the spread of illness. Individuals that report to have been exposed to someone with COVID-19 or are experiencing symptoms will be referred to the Health Department for testing.

If made available additional testing may be performed on students and employees that are returning to campus from out-of-state travel. Also, additional sample testing of various students and employees may be performed.

Contact Tracing

Snow College has identified and met with the local Health Departments that oversee contact tracing for the counties where Snow College campuses are located. Contact tracing will be performed by the local health authorities, and Snow College will work closely with them to assist in identifying students, employees and visitors that potentially were exposed when positive cases are traced back to Snow College campuses.

Snow College has also identified a contact person to interface with the local authorities when contact tracing information is needed. This person will also work with the EOC and other Snow College teams when additional protocols for contact tracing are required.

Section 5 – Containing Potential Outbreaks

Preparation Phase

To ensure that Snow College is prepared to contain a potential outbreak on its campus, Snow College leadership will confirm that the State will ensure that adequate supplies of personal protective equipment (PPE), face coverings, and other supplies will be available for use. Snow College will also ensure that adequate surge capacity is available in nearby health care facilities and hospitals to handle a potential campus outbreak.

Quarantine/Isolation Halls

To fully prepare to contain potential outbreaks on campus, Snow College has developed a comprehensive plan that starts with the monitoring of symptoms and includes quarantine and isolation procedures, when necessary.

Snow College has reserved one of its campus residence halls, “Nuttall Hall”, as a place where students can isolate or quarantine, when needed. A COVID Cares Team has been established to help ensure that students that are isolating or in quarantine have the essential needs such as food and shelter. The team also works as liaisons with advisors and faculty to help the students be able to meet their educational needs while in quarantine. See Appendix A, “Symptom Testing and Quarantine Procedures” for more information.

Section 6 – Temporary Reclosing (if Necessary)

Transition Management Preparation

In March 2020 Snow College was required to close its campus due to the concerns with the pandemic. In response, Snow College formed an EOC, established objectives to close the campus and move to online courses in a very short time period. The EOC met daily and established some plans and successfully “closed the campus” while faculty moved their courses to an online option for the remainder of the semester.

Snow College is hopeful that a reclosing of campus will not be necessary. To prevent this from occurring, Snow College is proactively implementing mitigating strategies and following the guidance from the State and local Health Departments. However, if another temporary reclosure is required, the EOC will be reactivated. Technology required for reclosure is in place to facilitate a reclosure and finish the semester through online courses.

The following guidelines are non-specific to the colored phase the College is in. Regardless of the phase, all College functions will incorporate these general guidelines into their operational procedures when Snow College is in Red, Orange or Yellow phases.

  • Wash hands frequently with soap and water for at least 20 seconds

  • Regularly clean high-touch surfaces (e.g. door handles, counters, light switches, remote controls, restroom surfaces). 
  • Follow any other standards promulgated by the Centers for Disease Control and Prevention (CDC), the Utah Department of Health, and local health department
  • Do not shake hands
  • Phone and video chats encouraged in place of in-person meetings
  • Help others as reasonably appropriate
2.2 - Households with High-Risk Individuals
  • “High-risk individuals” include those over 65, those living at senior living facilities, and those of all ages with underlying medical conditions, including chronic lung disease, asthma, heart conditions, severe obesity, chronic kidney disease, liver disease, or otherwise immunocompromised (undergoing cancer treatment, smoker, bone marrow or organ transplantation, immune deficiencies, poorly controlled HIV or AIDS, and prolonged use of corticosteroids and other immune-weakening medications)
  • For those living with a high-risk individual, household members should conduct themselves as if they are a significant risk to the high-risk individual
  • Wash hands before interacting with the person, including before feeding or caring for the person
  • If possible, provide a protected space for high-risk household members, and ensure all utensils and surfaces are cleaned regularly
  • Those who are, or work with, vulnerable populations should undergo daily screening/symptom monitoring and should be tested if they develop COVID-19 symptoms
  • High-risk populations should take extra precaution to avoid close contact with multiple people, including having the same caretakers whenever possible

2.3 - Households with Sick Members
  • Give sick members their own room if possible and keep the door closed
  • Consider providing additional protections or more intensive care for high-risk household members
  • Have only one household member care for them
2.4 - Social Distancing
  • Maintain social distancing of at least six feet apart from others
  • Workspaces and other public areas will be designed to help enforce social distancing and remind students, employees and the public to maintain proper distancing
  • Where social distancing is not possible, plexiglass shields or other protective devices may be utilized
  • Markings placed on floor six feet apart for campus areas where there may be lines formed.
  • Reminder signage placed throughout campus to maintain social distancing. Especially in higher risk areas such as food services and campus stores.
2.5 - Business Related Travel
  • Limit out-of-state travel to only approved and essential travel
  • Self-quarantine for fourteen days following any travel taken to high risk areas or after knowingly being exposed to someone diagnosed with COVID-19
2.6 - Personal Travel
  • Personal travel out-of-state must be disclosed to HR through the COVID travel disclosures
  • Self-isolation or quarantine may be required for employees that had personal travel to high risk areas
  • Self-isolation or quarantine may be recommended for students that travel out-of-state to high risk areas
2.7 - Illness
  • Students, Faculty and Staff who are feeling ill should not report to work or class
2.8 - Symptom Checking
  • In higher risk areas, employees, students and public participants may be asked to undergo symptom checking prior to being allowed to enter college owned buildings or venues. Symptom checking may consist of completing questionnaires, taking temperatures, and other practices as recommended by the Health Department or the State. Where symptom checking is performed, logs may be maintained.
  • Personal symptom monitoring is recommended during all phases. For employees or students that are feeling ill, refer to the Health Department guidelines for symptom checking and if necessary, get tested for COVID-19.
2.9 - Face Coverings (Masks) and other Personal Protection Devices (PPD)
  • Snow College will follow the requirements as stated by the State of Utah and local Health Departments regarding the use of masks or other PPDs.
  • When masks are required, Snow College will keep a supply of disposable masks for visitors that don’t have a mask.
  • For those that are unable to follow the State requirements due to personal health reasons or disabilities, Snow College will do its best to provide reasonable accommodations.
